Notice of Development Variance Permit

The RCMP has been approved to construct a new detachment at 495 Maquinna Crescent. However, the proposed accessory building behind the detachment will exceed the maximum height allowance for the current zoning of “Civic Use Zone – P.2”. This zoning allows for a maximum height allowance of 9.1 meters for the principal building and 4.6 meters for an accessory building. The Development Variance Permit being applied for will allow the RCMP to construct an accessory building with a height of 7.45 meters to accommodate a boat vessel.

Notice is hereby given under section 499 of the Local Government Act to residents of the Village of Gold River that this development variance permit will be presented to Council on March 7, 2022. The proposed permit will be available for public inspection at the municipal office at 499 Muchalat Drive from 9:00am to 5:00pm, Monday to Friday excluding stat holidays. Questions or concerns can also be directed to the undersigned.

NOTICE OF DEVELOPMENT VARIANCE PERMIT

EV Charging Station

The Village of Gold River is getting an EV charging station! The Village has been working closely with BC Hydro to construct a EV Charging Station at the Visitor Information Centre. Construction on the new charging station is expected to begin on February 16, 2022 and is set to be operational by the end of March. Funding for this project was provided by BC Hydro and the contractor awarded this project is Knappett Industries.

2022 DOG TAG REMINDER

It is that time of year, your dog tags are due for renewal and the 2022 licences are available at the Village Office. If this is the first time to register your Dog, please bring your certificate of spay/neuter.

Neutered dogs are no charge, as long as the dog tag is picked up by January 31st. After January 31st, there is a $10 fee for the dog tag.

Unneutered dogs are $30, as long as your dog tag is picked up by January 31st. After January 31st, the fee increases to $40.

Notice of Date and Time of Rescheduled Council Meeting

NOTICE IS HEREBY GIVEN pursuant to Section 127 of the Community Charter, and Council Procedure Bylaw No. 733, 2021, that the Regular Council meeting originally scheduled for January 4, 2022 has been rescheduled for:

Residential Garbage Pickup – Cancellation

Due to snow clearing operational requirements and further forecasted snow fall, the regularly scheduled pickup scheduled for Wednesday, January 5, 2021 will be cancelled. Allowances will be allowed for additional volume for next Wednesday.

Council Meeting Rescheduled

Due to the snow event and the power outages, the Council meeting scheduled for Tuesday, January 4, 2021 at 7pm is being rescheduled to Monday, January 10, 2021.

The Village Office will close at noon on December 23rd and reopen on December 28th; and close at noon on December 31st and reopen on January 4th.

Garbage Pick-up 

Household garbage pick-up remains the same.

Commercial garbage will be on December 20th 23rd, 28th, and 31st.

Notice of Public Hearing

Pursuant to Section 464 of the Local Government Act RSBC 2015, the Council of the Village of Gold River gives notice it will hold a Public Hearing:

Date:               December 6, 2021

To consider the proposed Zoning Amendment Bylaw No. 706.7, 2021.

The proposed bylaw is a text amendment to add a definition for “Pet Services” and to add “Pet Services as a permitted use in the Central Commercial Zone (C.1) (Section 18.1).  All persons who believe their interest in property may be affected by the proposed bylaw and wish to register an opinion may do so by:

  1. Appearing before Council at the said Public Hearing; and/or
  2. Forwarding written submissions for Council’s consideration, prior to 5:00 pm December 3, 2021, to Village of Gold River, PO Box 610, Gold River, V0P 1G0; Fax:  250-283-7500 or email:  .

BACKGROUND FOR PROPOSED BYLAW NO. 706.7, 2021:

The applicant has applied for a Zoning Amendment to amend the permitted uses in Central Commercial Zone (C.1).

The applicant wishes to include Pet Services in the C.1 zone. The C.1 zone is the properties bounded by Muchalat Drive to the east, Nimpkish Drive to the South and Trumpeter Drive to the west. In addition, the Jack Christensen Centre property is also zoned C.1.

The applicant as requested a text amendment to include a definition for ‘Pet Services’ and to add Pet Services as a permitted use in the C.1 zone.

Notice of Special In-camera Meeting

NOTICE IS HEREBY GIVEN pursuant to Section 127 of the Community Charter, and Council Procedure Bylaw No. 639, 2004, that a Special In-camera meeting of the Council of the Village of Gold River has been scheduled for:

                   DATE:               Monday, November 15, 2021  

                   LOCATION:      Village Hall, 499 Muchalat Drive

                   TIME:                1:00 P.M. 

This meeting will be closed to the public pursuant to the Community Charter Section 90(1) (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

Notice to Update Council Procedure Bylaw

In accordance with Section 124(3) of the Community Charter, notice is hereby given that the Council of the Village of Gold River intends to consider substituting “Council Procedure Bylaw No. 639, 2004” with “Council Procedure Bylaw No 733, 2021.
In general terms, the proposed procedure bylaw will change as follows:

  • With the change in election date, the inaugural meeting section is updated to remove reference to December and re-word to the first Monday in the month following a general local election.
  • Modify the regular council meeting schedule to reflect current practice of one meeting in the months of July, August and December.
  • Remove the section regarding annual meeting as this is mandated by the Community Charter and not necessary within a procedure bylaw.
  • Revised the electronic meetings section to incorporate the recent changes in the Community Charter for electronic meetings. Changes would be to allow for electronic meetings for regular council, special council and committee meetings. Further, the development of an electronic meeting policy to provide further guidance for electronic meetings has been developed.
  • Changes to agenda submission deadline be changed to noon from 5pm. This change would allow for additional time to permit proper review of submitted information prior to placing on the agenda so that the agenda can be made available for Council and the public by Friday afternoon. The same change of deadline would be made for delegation requests so that they align with the agenda preparation process.
  • Changes were also done to update and provide further guidance regarding public hearings.
  • Housekeeping changes have also been done such as, updating of legislative references within the procedure bylaw to reflect the changes done by the province in the enabling legislation.
